Commissioner Rawalpindi directs the finalization of the proposed Enforcement Directorate’s Terms of Reference (TORs) soon.

Progress on the establishment of a special Enforcement Directorate for effective enforcement in RDA.

Rawalpindi (Staff Reporter) – A meeting was held in the RDA conference room to review the Terms of Reference for the proposed RDA Enforcement Directorate, chaired by Commissioner Rawalpindi Division and Director General of the Rawalpindi Development Authority, Salman Ghani. RDA’s Director of Administration, Nosheen Israr, presented on the proposed Enforcement Directorate and its procedures. During the briefing, she informed the meeting that under the proposed system, enforcement operations in areas falling under the jurisdiction of RDA would be coordinated, effective, and result-oriented. It was mentioned that officers and staff from RDA’s four main operational directorates—Town Planning, Building Control, Estate Management, and Land Development—would participate in enforcement activities. The meeting decided that during actions against encroachments, illegal constructions, under-construction illegal buildings, and illegal and unapproved housing schemes established within RDA’s jurisdiction, assistance would be sought from Punjab Police Rawalpindi and the Para Force as needed. The establishment of the proposed Enforcement Directorate would create a coordinated institutional system for enforcement operations, improve field coordination among relevant RDA directorates, and ensure effective action against violations of planning and building regulations, including illegal development activities. Commissioner Rawalpindi praised the comprehensive proposal presented by Director of Administration Nosheen Israr and directed that the proposed Terms of Reference be finalized as soon as possible to enable the Enforcement Directorate to be fully operational in an effective, organized, and professional manner. The meeting was attended by Additional DG RDA Masood Ahmed Bukhari, Chief Planner RDA Muhammad Tahir Mayo, Director Estate Management Iftikhar Ali, Director Land Ghazanfar Ali Awan, Director Finance Masood Arshad, Director Engineering Komal Chaudhry, Deputy Director Finance Ayesha Badr, Deputy Director IT Dawood Khalid, among other RDA officials.
