Concerns of the Standing Committee on the GIDC Amendment Bill

The gas development surcharge and GIDC amendment bill have been postponed, with instructions to use the Petroleum Training Fund transparently.

Islamabad (Izhhar Khan Niazi) The National Assembly’s Standing Committee on the Petroleum Division has postponed the consideration of the Natural Gas Development Surcharge Amendment Bill 2026 and the GIDC Amendment Bill 2026. During the meeting chaired by Syed Mustafa Mahmood, the additional financial burden on the fertilizer industry and its potential impact on farmers was reviewed.

Committee members stated that the benefits from the GIDC should ultimately reach the farmers. Fertilizer companies suggested adjusting their investments in gas infrastructure against GIDC dues.

The committee expressed concern over the underutilization of the Petroleum Training Fund and directed that scholarships, education, and skills training be ensured for deserving students and youth from petroleum-producing areas. The DG PC was instructed to finalize transparent and merit-based guidelines after consulting with provincial governments.
